Novus, part of the LTE Group which includes the Manchester College, is an £80m social enterprise that has been delivering education, training and employment opportunities to adults and young people in UK prisons for more than two decades. They are recognised as an innovator, committed to reducing re-offending rates by transforming people’s lives through learning and skills.
In the last three years Novus has been focused on a range of strategic challenges, including broadening its revenue and customer base; improving the quality of its business development, particularly when tendering for complex, government programmes; and preparing for a large-scale re-contracting of its core, prison services’ business.
In 2016, we were commissioned by Novus to provide business development, strategy and delivery support, providing additional specialist capacity and capability.
High quality bid development services has formed the foundation of our engagement with Novus. This has included bid management and writing requirements, including the HMP Berwyn tender. We have implemented a more sophisticated approach to coordinating, distilling and presenting insight gathered from Novus’s subject matter experts, within challenging timescales.
We have focused on solution design and target operating model development, including customer journey and employer services components, designing new services informed by industry best practice, and following meaningful engagement with front-line teams.
We are currently supporting Novus, on an exclusive basis, to prepare for the £120m Prison Education Framework, which is the replacement for the Offender Learning and Skills Service. We are providing bid director, strategy and management services throughout 2018.
Our engagement with Novus is ongoing and, as such, many aspects of our work are yet to reach their conclusion.
To date, our key successes include, securing the HMP Berwyn learning and skills contract (c£4m), through an innovative joint venture with Coleg Cambria. This represents Novus’s first contract outside England.
