Helping our client to secure $1.1bn of employment services contracts in Canada

The client

WCG is part of the APM group (an international human services provider based in Australia). Since 1994 they have been partnering with governments and local agencies across Canada to create sustainable employment opportunities for people, businesses and communities.

WCG is now the largest provider of employability services in Canada.  

The challenge

50 Degrees and WCG have established a long-term relationship designed to support them in their ambition of winning business in Ontario’s newly transformed employability market.

What we did

50 Degrees successfully worked with WCG to secure multiple contracts over four competitions in 5 years, worth a total of $1.1bn Canadian dollars.

This included winning the largest provider contract for the City of Toronto in 2024. WCG is the largest service system manager in Ontario’s modernised employment service.  

Across each bid, 50 Degrees provided comprehensive solution development services, creating strategies including:   

  • Tailoring the service to different service users and conducting extensive research on the needs of different communities and racialised groups in Ontario.   

  • Establishing a clear performance rationale and creating a framework to clarify the outcomes WCG would achieve.  

  • Developing our understanding of current providers and establishing which specialist partnerships to engage in.  

This bespoke solution design was articulated effectively within intensively developed bid submissions, providing the commissioner with a clear understanding of the benefits of WCG’s delivery models.
