Local Government

50 Degrees offers a range of services to support policy makers and commissioners to develop, design and procure new public service programmes.

The new Labour Government will trigger a number of changes to the policy environment over the coming months and years, as they translate their high-level manifesto commitments into concrete policy commitments. Our view is that we will see a number of changes to the approach to driving economic growth, including:

  • A new national jobs and careers service to help more people back into work

  • The creation of a Growth & Skills Levy (replacing the Apprenticeship Levy) to give employers more flexibility to spend funding on a broader range of training and skills

  • Increased devolved funding for Mayors and local leaders to develop local work, health and skills support to get people with health conditions into work

  • Investment in youth employment services with a “youth guarantee” to prevent young people becoming excluded from the world of work

Implications for Commissioners

We believe that the predicted changes in the policy environment will place a number of new demands on commissioners and policy makers, including:

  • A requirement for Local Authorities to develop strategic plans to address economic inactivity

  • Closer cross public sector collaboration and partnership working, especially between Integrated Care Systems and Combined/Local Authorities

  • Potential reform of the skills system with more autonomy and flexibility given to local areas to develop and implement place-based solutions

  • The creation of youth hubs to support young people with health conditions

Our approach

We work in partnership with policy makers and commissioners, enabling them to access insight and leverage our experience of designing and bidding public service programmes. We count a number of former Senior Government Commissioners amongst our team of consultants. This enables us to work with commissioners to advise and support on the design and evaluation of public service programmes, developing value for money interventions that positively impact on service users. Our services include:

  • Service Review & Evaluation

  • Procurement of frontline services

  • Developing place-based strategies and business cases

  • Securing external funding

  • Mapping local service provision and gap assessments

  • Demographic trend analysis

  • Capacity building local networks

“A massive thank you from me and from all of us for your support on Working Well and the economic inactivity report. It takes us so much further forward on this area of joint work.

David MacDougall: Managing Consultant

“The policy landscape is changing for Local Government, policy makers, and commissioners, and they will be required to address a number of challenges, both in the way they commission services, and the programmes they deliver to tackle long-established issues.

“At 50 Degrees we’ve been working with Local Government for many years, providing a range of services that support them to develop effective, value for money programmes that benefit their local communities. We believe our experience across a range of sectors in the UK and Internationally puts us in a great position to support commissioners during this time of significant change.”
